PALMER LAKE FACTS

We are a community of approximately 1046 households.
Our government (the Mayor, Town Council, Planning Commission, Fire Department and numerous other committees) are all unpaid positions, fellow citizens who donate their time to us and hope we will someday return the favor.
The Town no longer collects our property taxes. Property taxes are collected by El Paso County and dispersed to the Town.
A residence with the assessed valuation of $150,000 pays approximately $1,369.74. Of this, $239.25 goes to pay for the existing Water Bonds and $129.15 goes into the Town’s General Fund. The balance is County, School and Sanitation taxes.
The Town’s portion of our general fund property tax is approximately $144,110 for 2001, comprising 29% of the entire General Fund budget. (Monthly water billing is dedicated, through an Enterprise Fund, to maintain the Town’s existing water system, reservoirs, filter plant, pipelines, wells, etc. These moneys cannot be used to support the General Fund.)
Our fellow citizens on the Town Council have the unenviable task of deciding how to ‘divvy up’ the General Fund.
The General Fund supports:

Roads maintenance - 26 miles of roads, grader and other maintenance equipment, including the replacement of various equipment.
Police - 2 vehicles.
Fire Department - 4 vehicles.
Town Buildings - Office, Hall, Fire Station, Library\Museum, Maintenance Shop
Parks - 3 Parks, The Village Green, The Emory Hightower Trailhead.
Plus operating expenses for all these departments.

From this fund, an equivalent of 7 full-time employees and 6 part-time employees are paid. (The three remaining employees are paid through the Water Fund)
There is 1 full-time employee in the Roads Department; 1 full-time employee in the Water Department and 1 additional employee who shares his time between both departments.
The Town Office staff is comprised of an Administrative Clerk, an Administrative Water\Court Clerk and a Town Clerk.
There are 4 full-time police officers to provide 24 hour a day coverage, 7 days a week, 365 days a year, 1 permanent part-time Clerk and 2 volunteers.
One permanent part-time employee to maintain the Town Hall and do seasonal work in the Parks.
The fire department is manned completely with volunteers.
