The developer is Serenity Ranch LLC.
The project covers 124.9 acres.
The property is currently zoned RR-3 (Rural Residential) District.
It is generally located east of Monument Hill Road and south of Old Antlers Way extended west. View the vicinity map.
The site is undeveloped, vegetated with native grasses, with patches of scrub oak and mature stands of Pine trees. Slopes range from 8% to 15%. Drainage goes north and south from an east-west ridge approximately in the center of the property. The drainage areas include wetlands and potential Preble's Jumping Mouse habitat.
The property is proposed for single-family, multifamily and commercial/ office uses. Here is the allocation according to the County Planning Commission Rezoning Package (du stands for dwelling unit):

Status
The El Paso County Planning Commission recommended that the Board of County Commissioners (BOCC) approve the Sketch Plan. The conditions and notations of that approval were as follows:

Conditions
Any rezoning of this property shall be to the PUD (Planned Unit Development) District. Among other things, the PUD (Planned Unit Development) District application shall address compliance with the Goals, Policies and Objectives of the 2000 Tri-Lakes Comprehensive Plan, including the I-25 Visual Overlay.
A new traffic study will be required with any zoning, including an analysis of methods to assure the safety of the intersection of Monument Hill Road and the unnamed major collector through this property.
Any development will be required to comply with the Colorado Department of Transportation requirements for improvements to Monument Hill Road.
The Sketch Plan is only adopting the general land use concept and general alignment of collector streets or larger. The density ranges adopted shall mean that consideration will be given to establishing a maximum density somewhere in that range for indicated portions of the site, depending on the ultimate provision of open space and the design of the higher density areas.
Prior to scheduling this request for the Board of County Commissioners' hearing all concerns of the Department of Transportation will be addressed to the satisfaction of the DOT.

Notations
Action taken by the Planning Commission and Board of County Commissioners on a Sketch Plan shall be considered a preliminary decision to the zoning and platting of the property and shall not be considered a final decision for purposes of judicial review.
For later consideration, all structures that include subgrade construction should include a subsurface drainage system.
Further development plans, and construction plans should note all of the Colorado Geologic Survey comments.
Sketch Plans not forwarded to the Board of County Commissioners for consideration within 12 months of Planning Commission action shall be deemed withdrawn and shall have to be resubmitted in their entirety.

December 14, 2000: The El Paso County Board of County Commissioners unanimously approved the sketch plan and made a finding of major conformance with the Tri-Lakes Comprehensive Plan. 
Further actions required are rezoning, preliminary plan, and final plat.
April 17, 2000: The County Planning Commission voted (7 yes, 1 no, 1 abstention) to recommend approval of the rezoning of Misty Acres from RR-3 (5 acre parcels and a maximum of 25 dwelling units) to Planned Unit Development with up to 407 dwelling units. 
June 28, 2001: The Board of County Commissioners voted unanimously to approve the rezoning to PUD and the associated Preliminary Plan. No opponents appeared at the hearing. 
October 16, 2001: The El Paso County Planning Commission approved (7 yes, 2 no) the Misty Acres Filing #1 Preliminary Plan that calls for 49 half-acres lots for single family houses and five lots for higher densities. Approximately 30 acres remain to be platted in Filing #2. The developer is now anticipating a total of 444 dwelling units (128 single family and 316 multi-family). This exceeds the 407 dwelling units (137 single family and 270 multi-family) approved as part of the Planned Unit Development (PUD) rezoning but less than the 507 dwelling units density approved with the earlier sketch plan. Another PUD rezoning will be required to change the number of dwelling units from 407 to 444.New
