Background
The proposed Forest Lakes Residential development is in the Twin Valley Subarea of the Tri-Lakes Comprehensive Plan.
View the vicinity map. Note that the area shown as "Forest Lakes Open Space" was traded to the County in about 1984. The County traded it to the U.S. Forest Service a year or two ago in exchange for part of Black Forest Park. The area now belongs to the Forest Service.
The plan submitted in support of the request for annexation into the Town of Monument projects approximately 896 dwelling units within the 880 acres. 
The present zoning would require 5 acres per dwelling unit or a maximum of about 180 dwelling units.
There remain substantial questions about traffic infrastructure and water availability to support the higher density.
The area contains considerable un-buildable terrain and Preble's Mouse habitat.
Status
A hearing on the annexation request before the Board of Trustees of Monument was scheduled for November 6th. 
In response to the October 24th letter from the Town of Monument, The Schuck Corporation, in their October 27th letter, withdrew their request for annexation.
The Forest Lakes Residential project will submitted their application to EL Paso County Planning Department on Monday, September 10th. Following review, the project will be heard by the Planning Commission, possibly as soon as October 16th. 
The application is based on a 15 year-old sketch plan approval allowing a maximum of 467 dwelling units. The application is expected to be a request for a preliminary plan and rezoning to planned unit development (PUD) to implement the preliminary plan. If they get approval for that all the way through Board of County Commissioners, then they would come through the County process again for final plat approval.
