Town of Monument
Comprehensive Plan Update
by Community Matters, Inc.
Some of Comments We Heard
During the Interview Process
The development community seems to have been calling the shots in the
past.
The community is becoming more involved.
We need to figure out how to manage growth.
Historically, there has been a split in the community. We need to
develop cooperative efforts and tools.
We need to incorporate the needs of the surrounding communities with the
needs of Monument. Sometimes the areas that are impacted do not have a
say.
Water is a concern. We are in danger of over-developing.
Groundwater is a finite resource, which is not being addressed, only
argued over.
We should promote quality development over quantity development and
cluster development over sprawl.
We have a lack of economic diversity and need to accommodate more varied
development, e.g. retail and employment centers.
Monument is the "lynch-pin" between northern and southern
Colorado.
We need to become an economic center of the sub-area.
Downtown has the potential to become a "quaint Old Town" and
could serve as a center for performing arts.
This community wants to be a bedroom community and that is
short-sighted.
Monument Lake is a critical asset that must be protected.
We should protect the visual corridor to the mountain backdrop.
The final plan should have a specific step by step process to achieve
the goals.
We need more shopping and medical facilities.
Storm drainage is a problem and needs to be addressed.
We should establish a trail network which connects existing trails with
out open space system (Pike Nat’l Forest, Fox Run Regional Park, Santa
Fe Trail, Colorado Trail, etc)
We need to address what Monument CAN be.
We need design guidelines for the 1-25 Corridor to protect the mountain
views.
Envision 1-25 development more like a campus atmosphere rather than
haphazard development.
We have multiple jurisdictions with competing interests. Need to
coordinate and share our decision-making.
The balance of land uses is critical. Seems to be tilting toward
residential.
Need to promote "mom and pop" opportunities in the Old Town
area.
The gateway into downtown is not very inviting.
Upgrade and expand our trails and pedestrian connections throughout the
entire community, not just the Town.
We need to keep dirty industry out of the community.
We need to keep the "rural" town feeling, lower densities,
etc.
We need larger parks with softball and soccer fields.
The PMJM issue will be critical to development patterns in the area.
Water supply is a critical issue.
Baptist Road needs to be upgraded. No or limited development should be
permitted on the road until improvements are made.
Old Town is critical to the character of Monument.
We need to create a better network of pedestrian connections to and
through Old Town.
Parking needs to be upgraded in the Old Town area.
We should consider some standardization of streetscape design to
"tie" the town together.
We need to expand our employment base to reduce dependence on Colorado
Springs and Denver, and also reduce vehicle trips.
1-25 is a major asset that we need to take advantage of.
We should accommodate new commercial in a responsible way.
We need to continue to maintain our good groundwater quality.
Monument does not have an anchor. We need to establish destination
places, especially in the Old Town.
We need something that will bring people to Town.
We need to establish a sense of community. We don’t know our neighbors
anymore.
We are in danger of becoming an elitist community which only
accommodates higher income families.
We should accommodate more affordable housing.
Need to consider improvements to the railroad crossings, especially
regarding emergency vehicles.
There is a lack of adequate recreation facilities and opportunities.
The Forest Lakes annexation is a potential problem. Should not be
suburban type development.
We need to accommodate "smart growth".
The services that people want must be funded in a equitable manner.
We need to accommodate commercial growth in a way that works for the
community.
Forest Lakes annexation concerns me a lot.
How can we be a partner in providing more affordable housing.
Old Town should have more annual events tO encourage people to come to
town.
Need some way to connect Jackson Creek with the older part of Town, it
doesn’t feel like its part of Monument.
We need to have clear and concise procedures for processing development.
We need to somehow make the County Commissioners follow our local plans.
We need to integrate the old and the new.
Zoning in Jackson Creek has changed. Is it good or bad? Don’t know.
