Minutes of the Board of Trustees

6:00 p.m. Board of Trustees Meeting
Mayor Leon Tenney called the Special Joint Meeting of the Town of Monument Trustees and the Lewis-Palmer Board of Education to order at 6:00 p.m. at the Board of Education’s Board room in the lnez Johnson Building, 146 Jefferson Street, Monument, Colorado, 80132.

Introductions were made.
The first topic was school sites. There was discussion regarding the elementary and middle school sites in Jackson Creek. Chairman Ferguson expressed his preference for co-location of schools and parks.
The two Boards reviewed the Town’s Ordinance #15-98 setting developers’ contributions of $291.39 per house toward new schools. There was general consensus this figure needed to be increased. The Board of Trustees committed to have Town Attorney Gary Shupp research this issue and develop an amendment to increase developers’ contributions of new schools.
Mayor Tenney described the timetable for the Town’s Comprehensive Land Use Master Plan. It was generally decided the location of new school sites should be a feature of the Comp Plan. Superintendent Bauman requested to be notified of all Comp Plan meetings so he could have the option of attending. Mayor Tenney informed the group that new State legislation was signed providing for grant funds for multi-jurisdictional comp plans. He believed a joint comp plan with the Lewis-Palmer Board of Education and/or the Town of Palmer Lake might be beneficial.
Mayor Tenney stated the Town’s Public Works Department and the County’s Department of Transportation both needed new maintenance facilities. He asked if the Board of Education was interested in sharing a new three-way facility. Superintendent Bauman stated they had sufficient ground for expansion on their existing site and probably would not be interested in sharing such a proposed facility.
Mayor Tenney stated he would be advocating for the construction of a sidewalk on the west side of Old Denver Highway from John Laing Homes north to Grace Best School so those school children could walk to school. There was general consensus this idea was a good one.
Mayor Tenney raised the question of how the school Board was addressing the potential for drugs and gangs in the schools. Superintendent Bauman described how these issues were being addressed.
There was general consensus these joint meetings should continue at least on an annual basis.
There being no further business, the meeting was adjourned at 8:20 p.m.
