Colorado Organization for Victim Assistance

El Paso County Board of County Commissioners (BOCC) agendas and minutes are available on-line at http://www.co.el-paso.co.us/bocc/agenda.htm.
Based on the minutes, below are recent examples of BOCC actions that markedly deviate from the recommendations of the County Planning Commission (PC). The purpose here is not to say that the BOCC should always agree with the PC but there is a clear pattern of approving the vast majority of projects even when, at least to many on the PC, the projects have very serious flaws.
January 25, 2001: Camelot Subdivision requests for rezoning and preliminary plan approval for 28 lots, an equestrian center, and fishing pond on 119.1 acres. PC by a vote of 5-4 recommended denial. BOCC unanimously approved (Commissioner Huffman was absent).
January 11, 2001: Springs East Village request to rezone 78 acres to accommodate 326 single-family modular homes and two commercial lots. PC by a vote of 6-3 recommended denial. BOCC unanimously approved despite apparent inconsistency with approved comprehensive plan. 
November 16, 2000: Request to rezone 540 acres to implement the Bennett Ranch Sketch Plan. PC by a vote of 6-1 recommended denial. BOCC unanimously approved despite substantial resident opposition.
November 16, 2000: Request to rezone 2,650 acres to implement the Meridian Ranch Sketch Plan. PC by a vote of 5-2 recommended denial. BOCC unanimously approved despite substantial resident opposition.
November 9, 2000: Sagecreek South Filing No. 2 Preliminary Plan for 87 lots with 2.5 acre minimum lot size on 236 acres. PC by a vote of 7-2 recommended denial. BOCC unanimously approved.
October 26, 2000: Struthers Ranch request for waiver of County regulation requiring 300 year water supply for new developments. PC by a vote of 7-2 recommended denial. BOCC unanimously approved.
September 28, 2000: Preliminary Plan for 9 lots on 11.9 acres. PC by a vote of 6-3 recommended denial. BOCC unanimously approved with Commissioner Brown abstaining due to a conflict of interest.
September 7, 2000: Falcon Vista Final Plat for a 45 lot subdivision on 50 acres. PC by a vote of 7-2 recommended denial. BOCC unanimously approved.
August 31, 2000: Variance of Use to allow a contractor's office/equipment yard in a RR-3 (Rural Residential) district. PC unanimously recommended denial. BOCC unanimously approved.
August 31, 2000: Viewpoint Sketch Plan for 747 single-family lots, 12.5 acres of commercial, and school site on 479 acres. PC by a vote 5-3 recommended denial. BOCC unanimously approved.
