Acknowledgements

It is my pleasure to present the Monument Comprehensive Plan, adopted by the Planning Commission and Board of Trustees in November of 1983. The document complements the Palmer Lake and Tri-Lakes Comprehensive Plans which were adopted in October 1982 and June 1983 respectively. Together, the three documents represent a cooperative effort on the part of the public and private sectors to plan the physical development of northwestern El Paso County.

Countless hours of determination went into the development of the Plan. I would particularly like to thank the Citizens’ Advisory Committee, Board of Trustees, Planning Commission, Town Officials, and the El Paso County Land Use Department for their contributions and assistance in bringing the study to fruition. By working together we can enhance the quality of life in the Tri-Lakes area for future generations.
