The major issues affecting Monument were identified during the citizens’ advisory committee meetings. However, it was necessary to first analyze technical data before such issues could be documented. Public service department representatives, (e.g., sewer, water, and road commission officials) assisted in determining specific needs as per their individual area of responsibility. This information was then presented at the citizens’ advisory committee workshops where it was transformed into a prioritized list of community objectives:
1. Community Services
| Ensure additional railroad crossings to maximize police, fire and ambulance service. | |
| Initiate a community adult education program. |
2. Visual
| Improve the visual character of Monument by preserving identified landmarks and historical sites, encouraging trash cleanup, and improving dilapidated structures. | |
| Encourage flexibility in building types and site design to allow diversity in the community character. |
3. Growth and Land Use
Develop
guidelines to regulate future growth.

| Encourage the development of a linked bike/pedestrian path and open space system. | |
| Locate traffic—generating land uses near major traffic arteries and the Highway 105 and I-25 interchange. | |
| Strengthen the development of a downtown core area. |
4. Park and Recreation

5. Water
| Increase water storage capacity. | |
| Repair the existing distribution system. | |
| Determine sources of future water supplies. |
6. Transportation
